The tangible and intangible heritage of SMA is concentrated in the Historic Center which is also the hub of its social activity and as such the pillar of San Miguel´s economy. Therefore we will always be focused to preserve and protect the integrity and authenticity of the Historical Center as well as its historical legacy while retaining its social and cultural dynamics.
ICOMOS defines Integrity as the unity of the cultural asset within its historical context while maintaining the functionality of the urban system and preserving the symbols and the functions of its urban structure.
The values of integrity in the Historical Center refer not only to the material elements represented by its edifices but mainly to the intangible dimension expressed in its meaning.
Authenticity is understood as the balance between the legacy of its historic structures, its most significant urban spaces and its functions as a city, its traditions and the spiritual dimension of this heritage while maintaining the essence of these structures and their context.
We will therefore endeavor to:
- Prevent its social life from being displaced by commercial saturation and to maintain the compatibility of its essentially residential character with services and businesses that have traditionally existed in the Historical Center.
- Prohibit the establishment of any new franchise business or commercial brands within the Historical Center as well as any other business that distorts its image or social life.
- Push for an update and the implementation of the Partial Urban Development. Plan of the Historical Center and of the Regulations for the Protection, Improvement and Conservation of the Urban Image of the Historical Center.
- Extend and preserve the pedestrian areas of the Historical Center.
- Urge traffic decongestion of the Historical Center and adjacent areas.
- Promote with the Federal Government the widening the current boundaries of the historical monuments zone.
- Diversify tourist attractions to areas outside the Historical Center to prevent it from being overrun by mass tourism.
